Golden Airlines, Inc is a private charter company and flies on demand. Travelers requesting to fly to Cuba must meet certain qualifications put in place by the United States (OFAC Office of Foreign Assets Control) under "The Trading With the Enemy Act." They are as follows:

1. Journalists and support broadcasting or technical personnel.
2. Official Government travelers.
3. International organizations.
4. Humanitarian need (relatives in the States can travel to Cuba every 3 years).
5. Professionals whose travel transactions are directly related to professional research (specific license required).
6. Amateur or semi professional athletes (specific license required).
7. Travelers who have received specific licenses from OFAC (see below).

Specific Licenses requirements are:

1. Undergraduates or graduate students participating in a structured educational program.
2. Noncommercial Cuba-related academic research in Cuba for the purpose of qualifying academically as a professional.
3. Formal course study at a Cuban academic institution
4. Teach part or all of an academic program at a Cuban academic institution.
5. Cuban Scholars.
6. Secondary school students.
7. Religious organizations.
